Work in Canada as a Caregiver and Transition to Permanent Residence

Canada’s Home Care Worker Pilots allow eligible foreign caregivers to work and live in Canada with a direct pathway to permanent residence. These pilot programs are ideal for individuals who provide care to children, seniors, or persons with medical needs in private home settings.

Each year, IRCC accepts a maximum of 2,750 principal applicants per pilot—for a combined total of 5,500 applications annually under the Home Child Care Provider Pilot and the Home Support Worker Pilot.

Due to this limited intake, early application—backed by legal guidance and complete documentation—is critical to securing your spot.

To be eligible under this stream, the applicant must:

  • Be currently residing in Canada and able to demonstrate habitual residence (temporary travel abroad is permitted at the time of application)
  • Be authorized to work full-time in Canada (non-seasonal employment), under one of the following:
    • A valid employer-specific or open work permit
    • Maintained status (formerly implied status)
    • A public policy providing work authorization
  • Not be out of status or lacking valid work authorization at the time of application


Individuals residing in Canada without legal authorization to work are not eligible under this stream.

This stream will reopen at a later date. Applicants must meet all core criteria and demonstrate they possess sufficient financial resources to support themselves and their accompanying family members upon arrival in Canada. Proof of funds must align with IRCC’s minimum settlement requirements.

Language proficiency requirement

Applicants must demonstrate proficiency in English or French at a minimum level of Canadian Language Benchmark (CLB) 4 across all four skills: reading, writing, listening, and speaking. Only results from IRCC-approved language tests are accepted.

Educational requirement

Applicants must hold one of the following:

  • A Canadian high school diploma or
  • A foreign credential equivalent to a Canadian high school diploma, as verified by a recognized Educational Credential Assessment (ECA)

Post-secondary education is not required but may enhance eligibility and credibility.

Work experience or training requirement

  • Applicants must meet one of the following:
  • Have completed a minimum of 6 months of continuous, full-time, paid work experience (30+ hours/week) within the last 3 years in a relevant National Occupational Classification (NOC) code, or
  • Have completed a relevant training program or credential within the past 2 years

Accepted NOC Codes:
  • Home Child Care Provider Pilot:
    • NOC 44100 – Home child care providers
    • NOC 42202 – Early childhood educators and assistants (Note: Only specific roles within this NOC are eligible)
  • Home Support Worker Pilot:
    • NOC 44101 – Home support workers and caregivers
    • NOC 33102 – Nurse aides and patient service associates (Note: Accepted only for experience, not job offers)

All experience must be:
  • Paid and verifiable
  • Gained after age 18
  • Directly related to caregiving duties outlined in the selected NOC

Job offer requirements

A valid job offer is a legal requirement at the time of application. The offer must:

  • Be in the correct NOC for the selected pilot:
    • NOC 44100 – Home Child Care
    • NOC 44101 – Home Support Work
  • Be for non-institutional employment (not in daycares, nursing homes, or similar facilities)
  • Provide at least 30 hours per week of continuous, paid, permanent work
  • Include:
    • A clearly stated hourly wage (equal to or above the median wage listed on Job Bank for the province/territory of employment)
    • Detailed job duties, conditions of employment, and minimum requirements
  • Be considered genuine under IRCC policy, meaning:
    • The employer has a real and ongoing need
    • The employer can meet all employment obligations
    • The offer complies with all federal and provincial labour regulations

Eligible employers

An employer must:
  • Be either:
    • A private household, or
    • A business or non-profit organization operating for at least 12 months prior to making the job offer
  • Maintain an active Canada Revenue Agency (CRA) business number
  • Have a direct employer-employee relationship, including responsibility for hiring, wages, and working conditions

Eligible business examples include:
  • Home health care agencies
  • Personal support service providers
  • Pediatric and senior home care organizations

Ineligible Employers Include:
  • Recruitment or placement agencies
  • Diplomatic missions (e.g., embassies, high commissions, consulates)
  • Employers listed as non-compliant with IRCC or ESDC
  • Self-employed applicants or family members of the applicant (e.g., spouse, parent, child)

IRCC will assess whether you are likely to accept and perform the job based on your qualifications, training, and past experience. Incomplete or non-compliant applications are subject to refusal.
